Why does it say for me: 'You may not post attachments'? And does this mean I can't upload pics onto posts?

    No one can post attachments. They are disabled for everyone.

    You can put pictures into posts, but they have to be on another site or uploaded to a photosharing site like photobucket etc.

    Then use the insert picture insertimage.gif button in the post editor to add it.
