Help on possible unfair suspension???

Hope someone can help.....
My colleague is currently suspended for an incident at work pending an investigation. He has admitted his part in the incident as a genuine mistake. Another colleague was equally responsible for the incident but has not been suspended. There is no way this person could not admit to the fault either.
Can the company suspend one person and not the other for an incident of shared responsibility?
Also the investigating manager less than 2 weeks prior to the incident, promoted the unsuspended colleague.
the manager states the suspension is to unhinder the investigation but like I said, colleague has admitted the error. How can one person hinder the investigation by working but not the other one?
Is there anything can be sone about this?
Could really use some advice as I feel like my colleague is going to be used as a scapegoat!
