25th Wedding Anniversary

Hi
I've been asked with arranging my parents 25th wedding anniversary and money is limited so need to try and keep costs down but still make the night special.
I'm based in Bolton, near Manchester and trying to find somewhere to buy cheap banners, balloons and other general party ware to decorate the room with - can anyone help?
Also does anyone have any general tips or advice for other low cost but affective ideas for party, from food to decorations?

Keep it simple!!
Use white tablecloths and use excess material to make 'swags'(I buy my white cotton from fabricland.co.uk they have very cheap material to order online).
Decorate tables with fresh flowers - roses are really effective (try and find people who can cut them from their garden to keep costs down), then get little glass bowls and fill with sugared almonds or similiar. Add little touches of silver using lengths of ribbon and silver napkins.
If you can, find out what songs/ hymns they had at their wedding - print out the lyrics for display. If they have the original wedding dress/ photos perhaps display that too.
Something I tried and worked well, was making a frieze of photographs showing their life together to go above the main table - another thing I've used several times is to cover a large box with pretty wrapping paper and let all the guests write a wish or a favourite memory then post it in the box for the couple to read afterwards

Another idea although I can't take credit.... seen this on Pininterest and it looked stunning!
Instead of buying expensive helium balloons, buy plain silver and white ones, pop in a few grains of rice / handful of confetti, inflate, tie to silver string and then suspend from the ceilingStopped smoking 20th October 2012
