Mortgage for non uk residents

Hi there, my parents are looking to buy a small 2bedroom in Uk and can afford up to 50% deposit, my dad is retired and my mum will retire in 10 yrs. their bank in Italy have offered them a mortgage based on a 6.5% interest rate, which is quite steep considering that the Bce rate is at0.75% I believe. Can they get a mortgage in with a uk bank given that they are not resident and work in the uk?
