Leasehold Management Fees

I own a small 2 bedroom flat (leasehold) and the management fees work out at approx. £600 per 6 months. I have an issue with the way in which the management company are charging you to pay them!
If you pay in full by cheque, i.e. £600, No charge. Unfortunately, times are hard at the moment and I don't have £600.00 to hand and even if I could, debit cards have a processing charge of £1.00 or 1.5% which ever is greater and credit cards £1.00 or 2.5% whichever is greater but I certainly don't want to increase my debt by adding mgmt fees to it!
Internet banking is free, if you can pay the whole amount, if not an annual charge of £40+VAT maybe levied unless lease allows you to pay by installments!
Direct Debit - a charge will be levied!
I am aware interest being added to overdue payments but not being charged for making payments !
Is it right that you can be penalised for not being able to pay mgmt fees upfront?:(
