In the UK most health care is via the NHS.
The NHS (via NICE ?) will have negotiated prices with the big producers.
How good the government is at using its buying power to push down prices is another matter.
Drug companies employ an army of "reps" to encourage the self employed GPs to favour drug A over drug B - hence the use of NICE to decide the cost effectiveness of different treatments.0 -

I don't think having Directors personally liable unless they had an active part to play works, in large corporations, where you might have 2000 people in a department it is not really fair to assume that the Directors will know everything that happens during their watch.0 -
That is my point the "compliance officer" is alongside the "safety officer" responsibility for everything with the budget and authority for next to nothing.
Often just there to tick the "due diligence" legal protection box, if push comes to shove - only when the directors know that they are are likely to substitute the skiing holiday for a nice taste of "the slammer", will the culture change.0
