who gets the mortgage offer in writing and post first?

can someone please tell me when a mortgage offer is given in writing by the bank does the client or applicant get the offer in writing and post FIRST or does the broker get it in writing and post first .

    Some lenders will issue the offer to the broker by email or on line tracking system.

    Client and solicitor offer should be sent out at the same time by the lender via post.

    oh ok , its that my buyer said he has not got the offer in writing but his broker has.

    I got the following order:

    1 - Broker
    2 - Myself
    3 - Solicitor - mine is still waiting for this
