Cashing in premium bonds bought for child now adult ...

Does anyone know if we can cash these bonds in ??

Briefly, over several years granny bought bonds for grand-daughter, amounting to over £1k, they were bought in her name (with her mothers details too). Aim was to let her have the Bond certificates at either 18 or 21. She didn't know about this investment

At 18 she was very immature, and would just have wasted the money, so Granny & Mum decided to sit on the bonds until 21. However, Grand-daughter has since parted company with family, gone off to live elsewhere and wants no contact with her parents.

She has now passed her 21 birthday, but granny no longer feels giving this money is appropriate. The bonds are still in the mother's possession. Is it possible for mother to cash the bonds ?
I try not to get too stressed out on the forum. I won't argue, i'll just leave a thread if you don't like what I say. :)
