Something will have to give here, there are too many hurdles to make this tenable.
Put the valuation to one side, this may be down to the individual lender. You will be challenged to find a lender at 85% whilst you are still in a payment plan, even if you could get to 80% LTV it would remain unlikely with open debts in payment plan.
