Stake holder pension enquiry

I am 58.5 male who took voluntary severance in Dec 06. I started self-employment in Jan 07.

Pensions
Pension 1
Reduced fixed salary pension of £500 monthly approx after tax
Pension 2
Royal Sun Alliance (Phoenix) – FVAC – Oct 2006 value £31574.51.
Retirement benefit quotation Oct 2006 £29762.75

Investments (joint)
Mini isas, peps, toisas, national savings, tessas, all tax advantages taken up to March 2007.

Question
Should I take out stake holder pensions for the financial years 2006/2007 and 2007/2008? .

Also should I purchase an annuity (pension 2 above) or defer benefits?
