Has Tescos policy changed?

Hi there. I have been looking around everywhere trying to find information, but there are so many topics it's next to impossible.
Onto the question, had Tesco dumped the policy where you get your money back and your product? As i saw this here

Yes, if Tesco have overcharged you they only refund you the difference in price now.0

Not really recently they had dvds stickered £2.xx that were scanning at
£19.xx so better than r&r.0
