Brought some shoes from an online site but they won't refund despite sending it trkd?

Ordered a pair of shoes 5 weeks before my birthday party and they didn't turn up till the day before and turned out they were not the right colour so ended up having to wear some others anyway!!!
Sent them back via tracked means but now seller is not replying to emails, paid via debit card.
Any advice?
