Help making a Dorothy costume

i need help making a dorothy costume. i'm a hefty size 16, with a big tum so the shop bought ones never fit, apart from that the material they are made out of is a satiny stuff thats really sweaty. So i decided to make my own. I want to avoid using a zip so wondered if a shirred panel at the back might be a good option but I have no idea how to go about it.
Anyone able to help?

I made one for my DD years ago when she was at primary school
I bought a plain light blue skirt from a charity shop
added a white blouse she had
Made a pinafore apron out of blue and white checked material - one with a bib
hair in plaits
red shiny shoes
basket with toy dog in
She looked fab if I say so myself - however the competition was [STRIKE]one[/STRIKE]:eek: won by a girl who had a school uniform blue check dress on and better shiny shoes.
I've never forgiven them!:mad::mad::mad:I wanna be in the room where it happens0 -
