Start-up Loans or Grants for Unemployed?

Hi
My OH was made redundant 6 months ago and has been claiming JSA. Despite applying for over 300 jobs and attending 30 or so interviews, no job offer has been forthcoming. JSA stops next week, although they will still pay NI contributions while he signs on.
Yesterday we noticed a small local business for sale. Its a successful little shop who's owner is looking to retire. The profit that agent professes the turnover to generate would be a nice, modest 'salary' for OH. Obviously, agents sometimes stretch the truth a little (!) so we need to have a look at the accounts before progressing at all, but before we allow ourselves to get excited about the prospect, we need to figure out if there is anyway we could raise the capital to buy it in the first place!
Does anyone know if Government grants still exist at all? Are there any cheap loans available to the unemployed to help them set up a self employed business? With the Government banging on about encouraging entreprenurial ventures in the UK, I thought there might be something available. Or am I living in cloud-cuckoo land??
We don't want something for nothing. We're not looking for free money, we will pay back what we borrow, doesn't anyone know of anything?
