Advice needed

Please can anyone give me a little bit of advice?

My father in law has written off to get his Council tax band checked as he is currently in band D but believes he should be in band C.
A woman came out to value the house, however all she did was take a photo of the outside.
He has received a letter this week saying his banding is right as the house was worth between £68,000 and £88,000 in 1991, however he bought the house in 1994 three years after 1991 for £64,000 £4000 less than the band requirements. The letter also said there is no right to appeal.

Is this right? Can anyone help?
