ITV Competition Help, Please?

1)When ITV rules say 3 or 4 entires per a phone number, do they mean you enter 3 or four people in your household with one number or eveyone in household can each enter four times with diffent phone numbers?
2) Can you enter ITV competitions with a mobile number?

every one in family over 18 can enter, depend on competition,sometimes is six time per person some of them are three times per person,or five times per person

and yes you can use a mobile and phone number too but the home phone cant be entered for more than one person

note: ,the more mobile phones you have the better if you have the nerve to enter
