Does every revision carry appeal rights?
One particular judge in the first tier tribunla doesnt seem to think so. She has taken an uninterested approach and has allowed the CSA a gross figure within the assesment.

Be clear about what appeal rights a decision carries.
For instance, you can't lodge an appeal in respect of a decision made more than a month before the appeal letter is received. That can be extended in some circumstances by another twelve months, meaning a maximum of thirteen months (with exceptional reasons for delay being necessary towards the end of that period).
But the same time limits apply to both appeals and revision requests. if you ask for a revision more than 13 months after a decision and if the revision is refused for that reason, the right of appeal against the refusal is limited to consideration of whether the CSA were right to refuse the revision on the ground that it was too late. If it was too late, the tribunal will just confirm the refusal. The merits of the case will not be relevant.0 -
When i put my submission in last september (2011) about a revision of an assesment 10years ago. they have treated one of my letters as the grounds for the appeal and ignored the other (although i have a receipt for that letter been sent )0

You are correct, however the OP needs to be more clear in asking for advise.
