credit file - unexplained searches

my partners just checked his equifax file and found that
1) there are several entries (all at varying current and previous addresses of his) under previous searches from Shop Direct Finance Company Ltd. one is a hard search the other four are soft searches. they have mis-spelt his name, maybe on purpose, but he knows nothing about this. is this some kind of identity fraud and what can and should he do about it? can it be detrimental to his credit file and should he ask to have it removed?
2) three separate DCAs have searched him (soft and hard) at our current and previous address. he has no dealings with two of the agencies but even so, can they do this without his permission? and again can it harm his credit rating?
i thought companies had to have your consent to credit check you???
any advice welcomed.
