Travel expenses for relocation taxable?

Not sure if anyone will be able to answer but any help is appreciated.
I am starting in a new work place in August which was 40 miles away from my current place. The new employer is happy to pay for my daily travel, claimable at a rate of 24p/mile up to a maximum of £8000 under the relocation policy. However, they mentioned that this travel claim will be subject to tax and NI. I have gone through HMRC site http://www.hmrc.gov.uk/guidance/480.pdf and according to them, travel to new workplace should be included in the £8k tax-free relocation allowance from HMRC. My new workplace said they have spoken to someone in inland revenue who said that is true but travel excess are excluded which is definitely not what I understand from their guidance. Any ideas?

Its on page 12 in your link but basically no house move means no tax relief.
