Any next steps are up to the council, not this bailiff.
You should either make an offer you can afford to the bailiff (who will almost certainly say - No) and / or make the offer to the council.
I suggest that you start paying in a manner that you can afford.

"He said as I was on very limited income the Council would just go for bankruptcy and I would have to find a house to rent privately."
My BS'ometer is going crazy. This comment tipped the balance for me the bailiff is trying to worry you into making payment (I don't know where they think people keep this kind of money hidden). The council may decide to make you bankrupt, quite how he could know what they will do is beyond me.
If they did do this you've saved around seven hundred pounds in bankruptcy fees. They will have increase the debt by a few thousand and will get little in return. In that situation would you go for bankruptcy? Thought not.
Its a bit of a worry that the council said leave it until after court and then make an offer, but I'm not sure what grounds there are for complaining about this and if it would do any good versus the effort involved.
Definitely get some independent advice from one of the free providers. Thank you so much for all your advice - I have booked a meeting with the CAB next Tuesday and have instructed my children (luckily all teenagers) to not allow anyone in under any circumstances.
I did try to speak to the Bailiff company Marston but he literally spoke over the top of me which didnt help matters at all !

Definately worth giving Business Debtline a call - they were incredibly helpful when I called, and explained everything really well and clearly (my head was a complete mess so needed everything explaining very well!)0
