The NPSS in danger of becoming 'stillborn'?

The report says that the NAPF thinks the government are in danger of doing a 'Peter O'Hanrahahanrahan' by including employers already offering contributions in the scope of the NPSS (aka 'personal accounts') and should only apply PAs to firms that have never contributed anything. It strikes me as an entirely sensible distinction to make but neglects to mention that 'auto enrollment' - the Turner Commission's 'big idea' - is meant to mean something. Unless they want to see auto enrollment come into existing schemes, the NAPF are essentially saying 'no more members' are affordable by them, are they not?
