Yes, there are guidelines, and no, it isn't 'responsible lending' to advance loans to individuals who are drunk.
The phrase you need to know is 'mental capacity' and alcohol induced intoxication is indeed recognised as being something that effects mental capacity. The OFT has a good deal to say on the subject of mental capacity and lending; there are a set of guidelines in place, and there is currently a whole consultation process taking place around the subject.
It's a tricky subject however, as whilst the authorities obviously want to protect the less capable from being taken advantage of, they also don't want to do anything to deny them the same rights as everyone else.... She's well known in the town for targeting the drunks...
If that's the case, then complain to the Provident. (Draw their attention to the OFT guidelines on mental capacity) Or the local press. Or your local MP, that's what they're there for.0
