I understand how difficult it is- I am busy organising a 40th also.
One option is to contact someone who does caricatures- let them come to your party in exchange for individuals paying him/her directly. Folk always like to see what others think they look like!
There is a great company

If you want balloons, Costco do a good deal on balloons with helium.
A pyjama party can be great fun too with everyone chipping in with a dish.
