The emboldened part means HMRC are under the impression that you have another job or pension. Did you ever sign on for JSA?
As you do not, you need to contact HMRC and get this sorted out.
What will I need, too prove this when I give them a call?

The P45 I offered the new job, said as it was last years it's out of date and can't be used.
No, I didn't go the Job Centre and apply for JSA's. I'll remember to do that next time.0 -

That part is correct.
Hopefully part 1 is missing as your previous employer should have sent it to HMRC.0 -
They will have all your records from previous years so they will sort your rebate out. You will have to be patient though, it may take a couple of months or so.
I retired last year and rang them in April, I was told then that it would probably be June or so and Im still waiting patiently.
(by the way, your tax refund for this year will be sorted through your payroll, its only previous years that will be issued by cheque by HMRCmake the most of it, we are only here for the weekend.

All sorted, spent more time waiting for the call to be answered then actually on the phone with them, Just went through the details and employment history and he said he's made changes to the system and I will have my the tax paid back through my wages.
