Query re Worn Out uniform

My OH is provided with a uniform for work by his employers, he's been with them just over a year and they supplied him with everything, ie trousers, shoes, shirt, jumper, blazer, belt, tie in fact everything but his socks and undies.
His shoes (the ones with the rubber soles that smell terrible when new, sorry I can't think of their name) have developed a hole in the uppers. Do you think he should he be asking his employer for a new pair (doesn't look like they could be repaired) or do you think that he should fork out for a new pair himself.
His staff handbook states:
Uniform is provided and it is a condition of employment that it is worn at all times during hours of work and kept clean.
You should always wear the whole uniform.
but then further down it states:
Sensible footwear must be worn at all times. No trainers are allowed.
Advice as to what other MSErs would do would be much appreciated.
