If a hand is offered to you, shake hands.
If it's not offered, don't offer yours.

Interview's I've had, I've walked in and somebody has introduced the other person/people in the room and made sure I know what everyone does. And everyone smiles and says hello and they usually offer to shake hands at the same time. But just follow their cues, it's usually very obvious if they're expecting you to shake hands! Don't forget to smile back!
