Cancellation fee for flight

Today I tried to book some flights using Budget air, and once I got to the end it said my payment had not gone through so I could call the number to book over the phone. I didn't want to book over the phone, so I just did it again online. It then transpired I was charged twice for the same thing, because the first ticket had gone through. I called them up to cancel the ticket straight away but I was told I would be charged £55 to cancel the ticket. I said that this was not fair, because I was told the first payment did not go through so I should not have to pay to cancel something I was told didn't happen. They then said I should have called that number to book the ticket where they would have then said it went through. I would have done that if it had told me to do that, but all it said was I could book over the phone if I wanted to. I paid the £55 to cancel the ticket, but is that right? Should I have to pay for that even though I was told it didn't work?
