I think that depends on the contract/on-call agreement.
When on-call I was expected to respond via remote access within 2 minutes and/or be able to get on-site within 30 minutes. I couldn't take a bank holiday break in Cornwall, for instance, in case I was needed on-site therefore I was reimbursed for the entire day, calls or not.

I guess you didn't go on the rota, I don't rightly know as it goes. There were only 2 people in the department who lived outside of 30 minutes and they were on a different team so on-call wasn't an option for them anyway.
Presumably, if you knew you couldn't get there in 30 minutes you didn't sign the on-call agreement.0
