does anyone know is an annual Merlin pass counts as a paying adult when using a 2 for 1 ticket at attractions such as Thorp Park and Legoland?

No, it does not you have to pay to be able to use the voucher. Welcome by the way
Take aloof on the Merlin Annual Pass website, there are special rates for family and friends. My daughter (13) took a friend to Thorpe Park on Sunday for £15. You have to buy at least 24 hours in advance and the pass holder has to accompany the friend. Might be worth taking a look.0
