Help choosing a wire ring binder machine

Hi everyone.
I have decided to create some scrapbooks this year as Christmas presents and can’t decide what binder machine to buy. I would like one which does wire binders. I keep seeing 2.1 and 3.1 pince not sure what this is. I will need a machine which is strong enough to punch holes in mounboard card.

The only binder machine I have seen in action was the We R Memory Keepers The Cinch. It looked ace and was tempted to purchase it as a present for my scrapbooking mum...

the zutter bind it all gets some good reviews, you can watch some tutorials on youtube on both to get an idea of what each one does
