Leakage would indicate a burst pipe or similar this requires clarification.
The EA flood maps have historically been very poor, the company I work for has undertaken works on many development sites to demonstrate low risk with respect to flooding, unfortunately this requires detailed survey information and some expensive and specialist software modelling to substantiate it.0
