If the goods are being sold by a VAT registered trader tehn they will have VAT charged on them. Sometimes cars sold second hand may or may not have VAT on them, depending upon who is selling them and whether they were charged VAT when supplier purchased them - but that's a special VAT scheme that is not all that common.
If seller is not VAT registered then VAT will not be charged. Basically, an item sold, regardless of what it is, for a consideration (ie, cash) is a business activity.
Also depends upon the item. For instance, if it's a second hand book then it will be zero rated.Anger ruins joy, it steals the goodness of my mind. Forces me to say terrible things.
