How to work out charges?

Hi
I have 3 DC pension schemes, two of which I no longer pay in to from previous employers. I would like to transfer the two (smaller) 'non-active' pots into the 'active' one. However I would like to compare charges between them before I make any decision to transfer or not...
Looking at one of the funds in my 'active' pension in isolation the annual statement says "Fund based charge" 0.48% next to this particular fund.
If I look at the fund factsheet it says "fund charges 0.16%" http://factsheets.financialexpress.net/zuri/SPASM1_ZL68_ZUR.pdf
Now does this mean the total charge (AMC) is (0.48+0.16)% for this particular fund? Or does it mean something entirely different?

On the annual statement it says "Our Charges - We take a percentage of the fund value each year, the fund based charge. This is taken on a monthly basis by selling units in your plan" which might help0
