The library PCs will almost certainly have burning software on them

Basic data burning has been baked-in since XP.
    Quick Comparison:
    • Windows XP: Audio/Data CD
    • Windows Vista: Audio/Data CD; Video/Data DVD; UDF
    • Windows 7: Audio/Data CD; Video/Data DVD; Data BD; UDF; ISO image burning
    • Nero 9 Free: Data CD; Data DVD

IDK what baked-in means, sounds less severe than being burnt, though!
The library's PCs will probably still be XP. It's going to cost them a lot to upgrade in two years time though; maybe they will switch to Ubuntu!

Business jargon. It's an allusion to the act of compiling a computer program with the specified features included. ;)
