MSE definitely looks better to me. The Telegraph site seems to be case studies which to my mind isn't really useful to most people.
The "budget" planner they use isn't anywhere near as detailed as the MSE one and I didn't think particularly useful.
But thanks for the link - I've entered the competition to win an electric bike:D
