Experian Report Help

I printed a copy of my experian report today. There are no entries for me being on the electrol roll since 2009! Although the address is says i was on for in 2009 i havent lived there since 2006!!
There are 21 searches on my file with Lowell Portfolio Ltd making 9 of these!! They seem to be doing a search every 2 months! Are they allowed to do this? I understand they are chasing a Capital One Credit Card debt!? But dont see the reasoning for putting a search mark on my file every 2 months when they have my address! They seem to be checking against old address. They've searched in April at an address i lived at in 2006? Do searches only stay on 1 year?
The thing that's worrying me is its showing 207 entry's for linked address's. I have moved a number of times but its showing Links from 2007 etc surely these address's are no longer relevant?

Linked addresses don't affect your credit score. We hold them for 6-8 years - whilever there might be some financial information there. Do dispute any addresses that are wrong though. Don't worry about any duplication.
Only search footprints created by credit applications can impact your credit score. Lowell will not be creating any of those.
If you email us about your electoral roll data we'll check that out for you.
