Student Loan from SAAS - am I eligible?

Hi everyone!
I'm from Romania but I have been living in Scotland for 2 years now.
After finishing a half year full time course in 2010 I moved on to a higher one that I'll finish this June. I have been given about £250 bursary monthly for both courses. I wasn't expecting bursary because I have not been ordinarily resident in the UK for the 3 years prior to the start date of my courses.
Next year I was planning to do the HNC level but I won't be able to afford my living costs without a student loan support.
Is there any chance to be awarded if I'm not resident here for 3 years yet?
