Third party Notification of dispute. not the bank.

here is a good question ?
if you raise a dispute with a bank and the confirm your complaint. Then 3 weeks pass and nothing, but a DCA notifies you the bank declines a dispute yet the bank has not notified you about the investigation.
is the action of the bank (who your dispute is with) breaking the data protection act as they notified a third party?
also, has the bank broken the FSA and OFT guidelines in regards disputed accounts?
(I have an email from the DCA telling me this information, so they cannot say it was not sent. Plus i have traced the email back to its origin IP and server and it is the DCA)

long and short: Jan 2010 closed account (no overdraft) returned to uni to do MSC. currently in China doing PhD. No notification of old bank (2 years down the line debt £800) Online account and closed by email. did credit search found it under westcot (debt still owned by bank) raised complaint with bank on phone and email. Notified westcot disputed account. then 3 days later had email from westcot no dispute as bank says they are correct. NO investigation by bank, still nothing back from bank chased up status of investigation and logged another complaint as the bank had not notified me the status of investigation and forwarded email from westcot to complaints team and asked the question is this standard invetigation procedure to notify a third party as It may be a break of data protection.
in regards notification of handed to DCA none as far as I was concerned account closed and moved to do MSC.0
