Charges made exceed original debt owed

I have been unable to pay a fee for my property ground rent ontime and whilst I made contact in January with the agent who collects the payment, they say they did not receive my letter and passed my details onto a property debt collection company. This has resulted in charges being applied by two parties and the charges total more than the ground rent I owe. The debt has now doubled. Payment by credit card or debit card incurr fees as well.
Surely charges cannot exceed the debt ! Can anyone advise on where I can get guidance on this. I am struggling to pay the original debt, so there is no way I can pay twice the amount in three months.
