Ive just had a look through the latest[STRIKE] propaganda leaflet/booklet[/STRIKE] Comunity Flyer newsletter that East midlands airport send out to people in the local area, and amongst all the usual look what were doing in your local comunity stuff ( Castle Donnington Comunity Colle mascott challenge ) theres this little gem, its available as a pdf here http://www.eastmidlandsairport.com/emaweb.nsf/alldocs/2CA5D8C4B8196898802579F200506512/$File/CommunityFlyer.pdf
East Midlands Airport introduces vehicle
monitoring and enforcement scheme.


East Midlands Airport has recently introduced a vehicle monitoring and enforcement
scheme to maintain road safety across the airport site.
which then gos on to say this
APCOA Services Group, who manage all on-site car
parks will be responsible for the scheme and will use
mobile CCTV cameras to monitor vehicles remotely.
Signage has been installed across the airport site
to advise vehicles that are not permitted to stop in
unauthorised areas. Any vehicles committing offences on
airport roads will be issued with a penalty notice.

I beleive that the penalty notice is £100, and theres a sign saying something like it represents a true loss.
also from the last time i was there there is a sign at the entrance telling you that the airport roads are private, and are not a public right of way.

Spot any problems with the above?

    I say prosecute these vehicles that are committing offences. Lock all of these vehicles up and throw away the key!

This means that we may enforce these Terms and Conditions against you or any passenger or the legal owner of the vehicle. Equally, you, any passenger and the legal owner of the vehicle can enforce these Terms and Conditions against us.

    (b) If you do not comply with these requirements then we may charge you a Parking Contravention Charge of £100.00. This is because we will incur a loss as your actions will prevent the efficient management of the Car Park. The amount of the Parking Contravention Charge represents a genuine pre-estimate of the additional expense incurred by us as a result of your incorrect parking.



    Unless you blocked off the road or the car park how would they justify £100 as a loss? How does dropping someone off in the wrong area cause inefficient management?

    It's complete rubbish of course, if that would be their loss where is the breakdown of that loss ? And how would the legal owner be responsible for a loss ? They could well be a finance company, can you see them going after them for money, so maybe telling them that say Lloyds are the legal owner I am not paying you, best of luck with lloyds ;)

    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Are these Ts&Cs posted up where they can be seen on entering the airport (if not, there is no contract)? Can you imagine the size of the sign it would need to make all those Ts&Cs readable from your car as you drove in? And, of course, you'd need to stop to read through it all, thus immediately contravening said conditions - oops.

    Have you ever tried to read the terms at the entrance, totally impossible. So unless you park (don't pay) go to the nearest board to read them, decide you don't like the terms. You then return to a ticket for parking in contravention of terms you don't accept. How would the ""independent Tribunal"" sort that one out.

    There appear to be people here labouring under the misapprehension that it is supposed to make sense. !!!!!!! This is a PPC we are discussing, it won't make any sense.

    I was thinking of getting in touch with the airport over this, but would the airport roads be covered under the same set of by law rules that cover railawy stations/land?

    also there are double yellow lines all over the place, am i right in thinking that these allow cars to stop for pasengers to get in/out and for unloading ( max 20 mins) although thats for public roads under the road traffic act/laws and these dont apply on private land at all?

    Something along the lines of, I noticed in your recent comunity newsletter that you will be isuing penalty notices to people stopping in un authorised areas, and this will be managed by APCOA, can you please tell me what legal authorisation APCOA have to issue penatly notices, as im sure that you are aware only the Police/local authorities can issue penaltys, anything else is a legaly unenforcable invoice, and if safety is your main concern here, have you thought about offering a free drop off area to discourage people from stopping on the airport roads?
