Fraud Or scam?

My SIL received a letter from Capital Credit Management asking for payment of an Instant Cash Loans Ltd loan. My SIL has never dealt with either so rang them and they told her the person who took out the loan was a nurse in Edinburg she's never been to Scotland and certainly isn't a trained nurse. So could this be a scam? Or is it identity theft? What does she do next? Thanks!!

Then what is it if she has never taken a loan with them? Can't be a mistake surely?

Why not? She probably shares the same name, so why can't it be a mistake?

    Id theft?...follow it up carefully
It is nice to see the value of your house going up'' Why ?
Unless you are planning to sell up and not live anywhere, I can;t see the advantage.
If you are planning to upsize the new house will cost more.
If you are planning to downsize your new house will cost more than it should
If you are trying to buy your first house its almost impossible.

But how did they get her address? If its a mistake the question is the same what does she do? Sorry if I worded my original post badly I feel like I'm stupid child from the responses.

If its defiantly not your SIL who's been involved in this, then I would put a wage on it it's a mistake.

If they're looking for John Smith, they just search various sources to get addresses for likely looking John Smiths. There's lots of places to get addresses from. She just needs to write confirming no knowledge of the debt and suggest they look elsewhere.

Though bear in mind they may want a little more evidence, as no doubt the guilty one says the same thing.

    Type your name in here
    http://www.192.com/people/search/

It takes seconds to register to get much more information from the results. You should be able to find yourself quite easily. If you can't, you may struggle to find a loan yourself.

They would have sent the same letter to all the results from the page above hopeful of snagging the true avoider of this debt.
