mortgage repayment administration fee

I paid my mortgage in June2005 and I was charged £150 Repayment Administration Fee. As far as I can see from my original contract, an exact amount was not stated but a fee would be calculated as a percentage of the amount owing. Do you think that this is a reasonable fee for a mortgage of £28000?
I'm not sure whether or not to write a complaint.

    if the contract states the % you were charged then why would you complain? The fee amount is not in question in the recent FSA rulings its the fact they the fee has changed, while if your % has not then you were fully aware what fee will be applicable
