    Cyprus signed a double taxation treaty with the old USSR in the 80s and they treat wealthy foreigners pretty well.

    AIUI, after that it also became a critical mass: Russians do business in Cyprus because there are good facilities for Russians to do business in Cyprus (Russian speaking lawyers, accountants etc). A bit like why London thrives as an international banking centre: because there are loads of bankers that live there!

    Isn't there an angle for the Russians with that non country known as N.Cyprus?
    Sort of convenient if you need to live outside of extradition?
