Wescot demanding payment on a settled account

On 24th January Halifax made an offer of payment on my mis sold PPI for this account and cancelled the PPI reducing the balance to £3609.28. They also offered £3619.99 refund for the mis sold PPI for that a previous closed loan which they said would be paid to me by 24th February. After trying to chase them for payment many times and not being able to get any information. I instructed them to use this refund to settle this account and leave me out of it. I still haven't received payment or confirmation that they would pay the money direct to the account.
Then today I received a demand from Wescot for an outstanding balance of £4310.94 the balance before the PPI was cancelled. I had informed Blair Oliver and Scott of the situation and not received any letters from them so no idea why they have passed it on. It seems I'm stuck in this stupid situation of being chased for money that I'm waiting for Halifax to pay me so I can pay it back to them.
