being charged for morgage paper work is this right?

hi, my dad is near the end of his morgage with bradford and bingley, he has made a few phone calls to them, and i believe there charge him for each phone calls he makes to them to talk about his last outstanding amount. They are also charging him to send out his last outstanding amount in letter form. Are they allowed to do this?
