    You need GOOD/EXCELLENT credit rating to be accepted for loans no such thing as FAIR credit loans.

    That's because they are mentally calculating the cost of pursuing debt in 2 countries, exchange rate fluctutaions etc.

    why do you think that is then?

    Probably because they have bad experience of "sure fire" export deals and know it's not the great bet you think it is.

    Besides which, you are looking for a personal loan entirely for business purposes which will render your application fraudulent anyway.
