Underpaid tax 2007-2008

                    I have been contacted by HMRC to say I need to do a Self Assessment form for 2007-2008. I contacted them and they said they think my employer used the wrong tax code for the year so I underpaid.
In June 2008 I was made redundant and was paid a redundancy package, I made a claim as some of it was taxed too highly and was evenutally paid a rebate in 2009.
How can they now say I underpaid in 2007-2008 if they paid me a rebate in 2009? I did say this to them and the response was "yeah well, sometimes we overpay rebates". I just don't understand how they can have "reviewed my tax position" in 2009 and come up with a rebate, with an underpayment ignored from the previous year now coming to light?
Any advice appreciated.

Because you asked them to specifically look at a problem in 08-09?
If they've now asked you to do SA for 07-08 ....... have you not already had an informal assessment (P800) for that year?If you want to test the depth of the water .........don't use both feet !0
