Stupid question maybe but does this mean that every 15 minutes I personally could search and have a win, or that one winner gets a search win every 15 minutes?

You get 4HCs for one search every 15 minutes. It is not a win you earn it by searching, everyone gets it.

Be careful not to search using the same word close together or you will be 'sandboxed' i.e banned from searching for a period of time.
