A quick question - I do get inbox messages saying that I have X amount of new videos to watch but when I go an say launch targeted videos, it says there is no offer currently.

You accumulate points by watching videos, filling suryeys etc and when you reach to a certain threshold, you redeem them for a prize. This could be paypal transfer or amazon gift vouchers for instance.
