Tax Free Pint

The local council has had it's budget cut.
It can't afford to do the simple things it used to do, like cutting back bushes, cleaning litter and painting fences. It cannot halt the local area from falling into disrepair.
Men are shy of work. Even working men.
A tax free pint for an hour of labour could improve the local community, and reward the people working hard in the community via beer, whom wouldn't otherwise drink at the pub due to a lack of funds - resulting from low wages vs housing costs.
We can have men drink hooch in the street surrounded by broken windows, barbed wire and metal shutters, or have nicely maintained parks and a vibrant society...
The work needs doing.
How can it be done?

The VAT and duty on a pint is about 45p so I'm not sure this will provide much of an incentive.0

I'm not sure how you work that out - the duty alone is 55.4p, and with pints often £3 (or more), you're looking at 50p VAT as well.
So a £3 pint would cost about £1.95 without any tax.0 -
Yeah I dont know how I calculated it either, must have been the tax on a bottle of kaliber...
Still, I don't think getting a quid off a pint is going to entice people to do an hour of community service.0 -

How much is your council tax? I bet you are paying more for much fewer services.0 -
